N.B. It appears that ringtones can't be added at all using file managers on your phone, you must connect the phone to your computer and add the ringtones that way.
On Windows Phone 8.1 8.10.14226.359, Lumia Denim, I wasn't able to make an MP3 ringtone work by just copying the file into the proper folder using file managers on my phone– even using Microsoft's Files app, the file would copy into the folder just fine but it would not be added to the list of ringtones in settings. Even after restarting the phone, the newly added file would not show up in the list.
The only way I could get it to work was by transferring it using the Windows Phone app on my Mac (added file to iTunes, opened the app, clicked ringtones, it automatically found the file that I had in iTunes, selected it, clicked 'Send to my Phone' [you don't need to hit Sync], unplugged the phone as prompted and finally there it was).
