I was hoping to get at least one example of something that was missing so I could figure out how to make it go missing on my system and then I would know how to/learn how to fix it. If I can learn how to break it on purpose I can learn how to fix it.

I'm not as C-A-T smart about Group Policy templates in Windows 7 as I am with XP but here is what I think..

When you run GPE it read the polices from this folder (assuming Windows is installed on your C drive) where there are many .admx files:

I deleted some .admx files and then ran sfc /scannow which replaced them so maybe that is all you need to do - if some of the .admx files are missing.

If you have a working system of the same architecture perhaps just copying the entire PolicyDefinitions folder from the working system to the afflicted system will work.

If you tell me your Windows edition (Pro, etc.) and architecture (32-64bit) I could extract from the installation CD the entire contents of the PolicyDefinitions folder, zip it up and post it on my OneDrive where you could download it, unzip it into the PolicyDefinitions folder of the afflicted system and that would replace any missing .admx files.
